This violated New Orleans Police Department protocol and the victim&#8217;s 4th Amendment Constitutional Rights, as noted in this Official Police Document. It is unclear whether Lieutenant O&#8217;Brien wore gloves during this assault on his victim&#8217;s dignity and body.<\/p>\n\n\n\n<p>Lieutenant O&#8217;Brien was investigated, and Sustained Judgement
